Learning English is based upon 4 main phases and steps just as the way a native speaker learns their own language:
1.Listening + understanding
2.Speaking
3 Reading
4.Writing
So there is a very tight connection between learning and knowing English . As this is a lifelong learning process, you can be at a different phase each time as the time goes by.Mostly when you are asked how much you know English, it means how much you are good at understanding, or speaking or reading and writing.It somehow depends on what you need,that is, if you need to speak as a tourist, or if you are a worker there , you need to learn how to speak very well.That's why foreign workers learn and use the spoken language better than writing or reading it.On the other hand, if you are learning for an academic purpose writing and understanding the complex sentences in articles and research is more crucial. We usually say I know and understand English but I am lacking in practicing it,that is, I can't speak very well.
The reason why we can't speak it well is lack of practice . That's true. If we want to learn how to speak it, we should listen a lot . You can't write unless you read . and likewise you can't speak unless you listen and repeat . Repitition is the basic rule in learning English.
We can shortly say that to learn English, we should listen a lot and repeat a lot and we should never miss an opportunity to practice it.
